A Special Convention was called by the Multiple District 19 Council of Governors at the 2022 Winter Council Meeting, February 19, 2022.
The Special Convention will convene at 8:00
There is one item on the convention agenda: Voting to approve or reject the MD19 Redistricting Plan that was unanimously approved by the MD19 Council of Governors at the 2021 Spring Council meeting, June 12, 2021.
Voting will commence at 8:00
The voting is conducted by the MD19 office, under the supervision of the MD19 Elections Chair, PDG Grace Hwo, of the Vancouver Pacific Lions Club in District 19A–1.

Background
At the June 2021 Spring Council Meeting, the Multiple District 19 Council of Governors unanimously passed a resolution to begin the process of consolidating our Multiple District from nine districts into five.
The MD19 Strategic Planning Committee was initially tasked to study the technical and human side of changing the internal boundary lines of our current districts nearly a year earlier, in July, 2020, and has now been working on redistricting for almost 2 years.

The next step in the redistricting process is for MD19 club delegates to vote to either approve or reject the redistricting plan and amendments to the MD19 Constitution and Bylaws that are necessary to implement the plan at a Special Convention.
The Special Convention will convene at 8:00
If approved at the Special Convention, the redistricting plan will be submitted to the Lions Clubs International Board of Directors at its October, 2022 meeting for final approval.
If approved by Lions Clubs International the redistricting plan will take effect on July 1, 2023.
Voting
Delegates from the Multiple District 19 Lions clubs will vote to approve or reject the Multiple District 19 Redistricting Plan, and the amendments to the MD19 Constitution and Bylaws that are necessary to implement the plan, at a Special Convention on June 4, 2022.
Here is what you need to know about voting:
- The Convention will commence at 8:00
a.m. PDT and will adjourn at 8:00p.m. PDT on June 4, 2022. - Voting is by club delegates to the MD19 Special Convention. The convention will be conducted online at this website on June 4, 2022— club delegates do not have to travel anywhere to attend the convention or cast their votes.
- This is an Multiple District 19 election, not a district election. Clubs, not districts, vote on the redistricting plan. Districts can hold an advisory vote, but the only binding vote to approve or reject the redistricting plan is the club delegates' vote at the MD19 Special Convention on June 4, 2022.
- A club must be in “good standing” for it's delegates to vote. A club is not in good standing if it is delinquent on Multiple District 19 or Lions Club International financial obligations. All financial obligations of a club to Multiple District 19 and to Lions Clubs International must be received on or before 14 days before the convention— by May 21, 2022— or the club's delegates can not vote.
- Each club in good standing gets 1 delegate for every 10 members or major portion thereof (i.e., a club with 14 or fewer members has 1 delegate, a club with 15 to 24 members has 2 delegates, and so on).
- Clubs select who among its club members will serve as the club's voting delegates and alternate delegates at the convention.
- Delegate certifications will be sent by email from the Multiple District 19 office to club secretaries after May 21, 2022— 1 delegate certification for every 10 members or major portion thereof.
- Club secretaries are responsible for distributing the delegate certifications to the club's delegates.
- Each delegate certification will contain an Access Code and a unique Password in addition to voting instructions. You will need your Access Code and Password to vote. Multiple District 19 does not know what Access Codes or Passwords are assigned to any delegate.
- Do not share your Access Code or Password with anyone else.
- Voting is being conducted online through a confidential voting service called ElectionBuddy. You may vote from any computer, tablet or smart phone.
- Only one vote per access code and password will be accepted by ElactionBuddy— once an access code and password are used to vote no one can use that access code and password to log in and vote again.
